Fiscal Analysis
The bill would require the Texas Commission on the Arts (TCA) to develop
a program, modeled after its existing County Arts Expansion Program, to
promote development of the arts in cities with a population fewer than
50,000 located in 25 counties on or near the Texas international border
with Mexico. The bill would require the TCA to use $3,000 for each of
the 25 counties, from its annual appropriations for the five year
duration of the program for fiscal years 2000-04, to provide financial
assistance and on-site technical assistance.
Methodology
The TCA anticipates requiring one FTE to administer this program which
would include providing financial assistance and on-site technical
assistance to develop arts programs for the various affected cities in
the 25 counties. The TCA estimates requiring $75,000 a year at $3,000
for each of the 25 counties, and an additional $82,000 and $75,000 in
fiscal years 2000 and 2001, respectively, for the implementation of the
provisions of the bill.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated. Affected cities would benefit from assistance from the TCA
for development of the arts.
