               statutory provisions, and eliminate inconsistencies

The bill clarifies that costs attributable to a turnpike project incurred
before the issuance of bonds may be reimbursed from the proceeds of the
sale of bonds for that project.  The bill also authorizes the Texas
Turnpike Authority Division to shift costs of reviewing private sector
proposals from state funds to the bidder.  The provisions of the bill
could have a positive fiscal impact to the state.
