Fiscal Analysis
  
The bill would require the Texas Department of Transportation, TxDot, to
issue permits for trucks and vehicles transporting ready-mix concrete,
solid waste and recyclable materials.
  
  
Methodology
  
The department currently processes surety bonds filed by carriers.
Provisions of the bill would require the department to issue permits to
the carriers at a cost of $20.  TxDot estimated that it processed surety
bonds for approximately 5,243 trucks in FY 1998 that would now be
required to purchase a permit.
  
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
