"Buster" (Relating to the creation, administration, powers, duties, operation, and financing of certain groundwater conservation districts.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact According to the Texas Natural Resource Conservation Commission, the costs to establish and operate a groundwater conservation district is estimated to range from $70,000 to $150,000 per year depending upon the size of the district, the number of non-exempt wells, and the policy directives of the district's board. It is assumed the districts would receive revenues from permitting fees from non-exempt well owners to cover the costs to establish and operate the districts.
