         Pursuant to an announcement from the house floor on April 15,  
         1999, the House Committee on Agriculture & Livestock met in a  
         formal meeting and was called to order by the Chair,  
         Representative David Swinford at 12:10 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Swinford; McReynolds; Brown, Betty;  
                   Christian; Green; Hardcastle; Hupp; Jones, Charles  
                   (8). 
          
         Absent:   Representative Crownover (1). 
          
         A quorum was present. 
          
         HB 3243 
          
         The chair laid out HB 3243 as pending business.   
          
         The committee substitute was withdrawn without objection. 
          
         Representative Christian offered a complete committee  
         substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Hardcastle moved that HB 3243, as substituted,  
         be reported favorably to the full house with the  
         recommendation that it do pass and be printed and be sent to  
         the Committee on Local and Consent Calendars.  The motion  
         prevailed by the following vote:   
          
         Ayes:          Representatives Swinford; McReynolds; Brown,  
                        Betty; Christian; Green; Hardcastle; Hupp;  
                        Jones, Charles (8).
