Pursuant to a notice posted on February 10, 1999, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Robert Junell at
8:01 am.
The roll was answered as follows:
Present: Representatives Junell; Cuellar; Farrar; Giddings;
Glaze; Gutierrez; Hochberg; Janek; Luna, Vilma;
McReynolds; Mowery; Pickett; Pitts; Puente; Staples;
Tillery (16).
Absent: Representatives West, George "Buddy"; Coleman;
Delisi; Eiland; Flores; Gallego; Hartnett; Heflin;
Moreno, Paul; Turner, Sylvester; Van de Putte (11).
A quorum was present.

Department of Licensing and Regulation
(Representatives Flores, Helflin, Van de Putte, Coleman,
Gallego, Hartnett now present.)
Representative Pitts moved the adoption of LBB
recommendations. Add Electronic Examinations rider (Pitts #1)
and Capital Budget rider (Pitts #2). Without objection, the
motion was adopted.
Finance Commission
Representative Gutierriz moved the adoption of LBB
recommendations. Add UB Authority rider (Gutierrez #1).
Without objection, the motion was adopted.
Department of Banking
Representative Gutierriz moved the adoption of LBB
recommendations. Add regulatory Response Rider (Gutierrez #1)
as revised and an increase in FTE cap. Without objection,
the motion was adopted.
Office of Consumer Credit Commission
Representative Gutierrez moved the adoption of LBB
recommendations with technical changes to the bill pattern.
Without objection, the motion was adopted.
Savings and Loan Department
Representative Gutierrez moved the adoption of LBB
recommendations with modification of Regulatory Response rider
# 3(b)(3) of the bill pattern. Without objection, the motion
was adopted.
Texas State Board of Plumbing Examiners
Representative Pitts moved the adoption on LBB
recommendations. Without objection, the motion was adopted.
Research and Oversight Council on Workers' Compensation
Representative Gutierrez moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Public Insurance Council
Representative Pitts moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
At 9:50 am, on the motion of the chair and without objection,
the meeting was recessed until the adjournment of the House.
The committee reconvened at 11:10 am and was called to order
by the chair, Representative Junell. The roll was answered as
follows:

Texas State Barber Board
Representative Pitts moved the adoption of LBB
recommendations. Without objection the motion passed.
Texas Racing Commission
Representative Pitts moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Contingency rider to increase FTEs left pending.
Texas Cosmetology Commission
Representative Pitts moved the adoption of LBB
recommendations. Add Travel Limitation rider (Pitts #1) and
School Inspections rider (Pitts #2.) Out of State Travel
rider (Gallego #1) and Travel Procedure rider (Gallego #2)
pending, per drafting by LBBs. Without objection, the motion
was adopted.
At 12:50 pm, on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
