Pursuant to a notice posted on February 26, 1999, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Robert Junell at
8:00 am.
The roll was answered as follows:

Representative Turner moved the adoption of LBB
recommendations with three changes to performance measures.
Without objection, the motion was adopted.

At 9:43 am, on the motion of the chair and without objection,
the meeting was recessed until the adjournment of the House.
The committee reconvened at 11:08 am and was called to order
by the chair, Representative Junell. The roll was answered as

Representative Turner moved the adoption of LBB
recommendations with changes to performance measures and the
following five changes to the bill pattern: funding for
Computer Re-engineering Project Phase 3, funding for Vehicle
Fleet, funding for Information Systems, Expansion of Victim's
Services and Expansion of Battering Intervention and
Prevention Project (BIPP). Add Texas Correctional
Industries Advisory Committee rider (Turner #2), U.B. of
Re-engineering Money rider (Turner #3), increase in FTE cap
by 194 and Computer Refurbishing rider (Cuellar #1) as
amended.
Amend riders on Unexpended Balances of Construction Bonds,
Battering Intervention Program, contingency rider on Offender
Management Automation, Parole Supervision Fee and contingency
rider on Offender Management Automation (Turner #1).
Add Method of Finance changes for SCAAP and Crime Victim's
Compensation money.
Delete Prison Construction Prioritization rider and Light
Pollution rider.
Misdemeanor Funding rider and correctional managed health care
issue left pending.
Supreme Court
Show Representative Gutierrez present.
Representative Turner moved the adoption of LBB
recommendations with one change to the bill pattern. Add
Block Grant Increase to the base bill. Add Equalization rider
(Turner #1). Without objection, the motion was adopted.
Texas Alcohol and Beverage Commission
Representative Gallego moved the adoption of LBB
recommendations with two changes to performance measures. Add
Second Phase of Wide Area rider (Gallego #1), Personal
Computer Replacements rider (Gallego #2), Marked Vehicles
rider (Gallego #3), Limitation on Transferability rider
(Gallego #4), and Licensing Fees and Surcharges rider (Gallego
#5). Without objection, the motion was adopted. Cuellar rider
#1 left pending on conference with the Comptroller.
Texas Youth Commission
Representative Staples moved the adoption of LBB
recommendations with the following additions to the base bill:
McLennan County Facility, Corsicana Residential Treatment
Center, Gainesville State School, Safety and Security and four
ESL Teachers. Delete Audit of Residential Placements rider
and add Section (c) to Salaries, Education Professionals
rider. Add increase in FTE cap by 104. Without objection,
the motion was adopted.
Commission on Jail Standards
Representative Staples moved the adoption of LBB
recommendations with a change to four performance measures.
Without objection, the motion was adopted
Juvenile Probation Commission
Representative Turner moved the adoption of LBB
recommendations with the following additions: Additional
Secure Placement and Hold Harmless Provision. Amend Buffalo
Soldier At-Risk Program rider (Turner #1). Without
objection, the motion was adopted.
Funding for Progressive Sanctions and Hold Harmless Provision
and Juvenile Justice Alternative Education Programs rider left
pending.
At 6:10 pm, on the motion of the chair and without objection,
the meeting was adjourned until
8:00 am on March 3, 1999.
