         Pursuant to a notice posted on February 26, 1999, the House  
         Committee on Appropriations met in a public hearing and was  
         called to order by the chair, Representative Robert Junell at  
         8:20 am. 
          
         The roll was answered as follows:

         Representative Gallego  moved the adoption of LBB  
         recommendations with five changes to performance measures and  
         the following five additions to the bill pattern:  Vehicle  
         Fleet Replacement, Driver's License Personnel, Crime Lab  
         Services, Security for the Robert E. Johnson Building and  
         Fugitive Apprehension Unit. 
          
         Add Land Acquisition rider (Gallego #1), Recruit Schools rider  
         (Gallego #2), FTE rider (Gallego #3). Driver License Wait Time  
         rider (Gallego #4) with Pickett Amendment #1 left pending for  
         new language.  Add Aircraft and Helicopter rider (Gallego #5),  
         Staffing Patterns rider (Gallego #6), Field Suggestions rider  
         (Gallego # 7) and  Training for Local Law Enforcement Agencies  
         rider (Gallego # 8). 
          
         Restriction of Vehicle Use, Hardship Stations, Emergency  
         Medical Service Certification and Florence Property riders  
         left pending. 
         Raise FTE cap by 150. 
          
         At 9:50 am, on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the House. 
          
         The committee reconvened at 11:26 am and was called to order

         Commission on Fire Protection 
          
         Representative Van de Putte moved the adoption of LBB  
         recommendations with changes to performance measures.  Without  
         objection, the motion was adopted. 
          
         Sublease Unused Leased Space rider left pending. 
          
         Polygraph Examiner's Board 
          
         Representative Van de Putte moved the adoption of LBB  
         recommendations with Funding for SOAH Hearing added to the  
         base bill.  Add Unexpended Balance Authority rider (Van de  
         Putte #2) and delete Appropriations Limited to Revenue  
         Collections rider (Van de Putte #1) from bill pattern. Without  
         objection, the motion was adopted. 
          
         Board of Private Investigators and Private Security Agencies 
          
         Representative Farrar moved the adoption of LBB  
         recommendations with one change to performance measures.   
         Delete rider #4 of Reporting Requirements and add Contract  
         Reports rider (Farrar #1).  Raise FTE cap by 6.  Without  
         objection, the motion was adopted. 
          
         Texas Commission on Law Enforcement Officer Standards and  
         Education 
          
         Representative Van de Putte moved the adoption of LBB  
         recommendations. with one change to performance measures.   
         Without objection, the motion was adopted. 
          
         Education Local Grants 
          
         Representative Van de Putte moved the adoption of LBB  
         recommendations. with one change to performance measures.   
         Without objection, the motion was adopted. 
          
         At 12:30 pm, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:00 pm. 
          
         The committee reconvened at 1:05 pm and was called to order by  
         the chair, Representative Junell.  The roll was answered as

         Vice-Chair West recognized Chairman Junell to explain the  
         measure. 
          
         Representative Giddings offered an amendment to the committee  
         substitute.   
          
         The amendment was adopted without objection.   
          
         The chair directed the clerk to incorporate the amendments  
         into the committee substitute.
