Pursuant to a notice posted on February 26, 1999, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Robert Junell at
11:15 am.
The roll was answered as follows:

Gallego; Hartnett; Moreno, Paul; Tillery; Turner,
Sylvester; Van de Putte (10).
A quorum was present.

Railroad Commission
(Representatives Van de Putte and Coleman now present.)
Representative Flores moved the adoption of LBB
recommendations, leaving changes to five performance measures
pending.
Add Oil Clean-up Fees contingency rider (Flores #1) and Liquid
Propane Gas contingency rider (Flores #2)
At 12:15 pm, on the motion of the chair and without objection,
the meeting was recessed until 1:30 pm.
The committee reconvened at 1:42 pm and was called to order by
the chair, Representative Junell. The roll was answered as
follows:

Comptroller of Public Accounts
(Representatives Moreno, Coleman, Janek, Hartnett and Flores
now present.)
Representative Flores moved the adoption of LBB
recommendations with a reduction in funds and in FTEs in the
base bill. Without objection, the motion was adopted.
Office of the Comptroller - Fiscal Programs
(Representative West, George "Buddy" in chair.)
(Representative Junell in chair.)
Representative Flores moved the adoption of LBB
recommendations. Technical changes to the bill pattern left
pending. Without objection, the motion was adopted.
Ranger Pension
Representative Flores moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Social Security & Benefit Pay
Representatives Van de Putte and Pickett now present.
Representative Flores moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Lottery Commission
Chairman Junell removed himself from committee proceedings.

Representative Puente moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Texas Department of Transportation
Representative Heflin moved the adoption of LBB
recommendations with the addition of Federal Funds to the base
bill. Add the following two technical changes to the base
bill: FTE adjustment for riders and Capital Budget
adjustment. Add Automobile Theft Prevention Funds rider
(Puente #1), Agency Coordination rider (Heflin #1), Traffic
from International Trade rider (Pickett #1) and Reimbursement
of Advisory Committee Members rider (Heflin #2). Add
technical change to Fund 006, Auto Theft Prevention rider,
Auto Theft Prevention Strategy, Auto Theft Prevention
Authority rider and consideration of Special Funds rider left
pending.
District Discretionary Funds rider was failed by the
Committee.
State Advisory Commission on Emergency Communications
Representative Luna moved the adoption of LBB recommendations.
Without objection, the motion was adopted.
Department on Information Resources
Representative Luna moved the adoption of LBB recommendations.
Without objection, the motion was adopted.
Pension Review Board
Representative Tillery moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Texas Public Finance Authority
Representative Tillery moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Bond Review Board
Representative Tillery moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Texas Veterans Commission
Representative Heflin moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
At 8:12 pm, on the motion of the chair and without objection,
the meeting was adjourned until the adjournment of the House
on March 9, 1999.
