Pursuant to a notice posted on February 26, 1999, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Robert Junell at
8:00 am.
The roll was answered as follows:
Present: Representatives Junell; West, George "Buddy";
Cuellar; Eiland; Flores; Glaze; Heflin; Hochberg;
Janek; Luna, Vilma; McReynolds; Pickett; Staples;
Turner, Sylvester (14).
Absent: Representatives Coleman; Delisi; Farrar; Gallego;
Giddings; Gutierrez; Hartnett; Moreno, Paul; Mowery;
Pitts; Puente; Tillery; Van de Putte (13).
A quorum was present.

Office of the Governor
Representative Heflin moved the adoption of LBB
recommendations with a technical change to the bill pattern
for a correction to Capital Budget Rider 1. Add Capital
Expenditure Authorization rider (Heflin #1). Without
objection, the motion was adopted.
Trusteed Programs within the Office of the Governor
(Representatives Coleman; Delisi; Farrar; Giddings; Mowery;
Pitts; and Van de Putte now present.)
Representative Heflin moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Parks and Wildlife
Representative Flores moved the adoption of LBB
recommendations. Add State-owned Housing rider (Flores #1)
and Public Hunting program rider (Flores #2). Without
objection, the motion was adopted.
At 9:54 pm, on the motion of the chair and without objection,
the meeting was recessed until an hour after adjournment of
the House.
The committee reconvened at 2:35 pm and was called to order by
the chair, Representative Junell. The roll was answered as
follows:

General Land Office
Show Representative Flores present.
Representative Flores moved the adoption of LBB
recommendations with the following changes: one technical
change in the bill pattern to Rider 16, three changes to
performance measures, a reduction in General Revenue
appropriated and a reduction in FTEs. Add U.B. Authority
rider as amended (Heflin #1), Veterans Homes contingency rider
(Flores #2) as amended and Costal Erosion contingency rider
(Flores #3). Without objection, the motion was adopted.
Soil and Water Conservation Board
Show Representatives Moreno, Janek and Pickett present.
Representative Puente moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Texas Natural Resource Conservation Commission
(Representatives West, George "Buddy"; Gallego; Giddings;
Janek; and Van de Putte now present.)
Representative Heflin moved the adoption of LBB
recommendations with eleven changes to performance measures
and three additions to the base bill: Central Registry,
Consolidation of Compliance and Enforcement Database and
Office of Water resource Management Database Consolidation.
Add Stormwater Permitting Program contingency rider (Heflin
#1), Authorize Federally Funded Capital Budget Expenditures
rider (Heflin #2), Rider 12 Revision rider (Heflin #3), Agency
Coordination rider (Heflin #4), Capital Budget rider (Heflin
#5), Environmental Hotline rider (Puente #1), Air Quality
Planning contingency rider (Puente #2) and amend Rider 11 to
???
(Puente #3).
Employees Retirement System
Show Representative Coleman present.
Representative Tillery moved the adoption of LBB
recommendations with a technical change to Rider 10. Without
objection, the motion was adopted.
Add State Auditor recommendation on reserve.
State Preservation Board
Representative Heflin moves the adoption of LBB
recommendations. Without objection, the motion was adopted.
Aerospace Commission
Representative Tillery moves the adoption of LBB
recommendations with one technical correction. Without
objection, the motion was adopted.
Historical Commission
Representative Luna moves the adoption of LBB recommendations.
Without objection, the motion was adopted.
Juneteenth Commission
Representative Luna moves the adoption of LBB
recommendations. Without objection, the motion was adopted.
Library and Archives Commission
Representative Luna moves the adoption of LBB
recommendations. Without objection, the motion was adopted.
At 6:52 pm, on the motion of the chair and without objection,
