Pursuant to a notice posted on February 26, 1999, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Robert Junell at
11:40 am.
The roll was answered as follows:

At 1:04 pm, on the motion of the chair and without objection,
the meeting was recessed until 2:15 pm.
The committee reconvened at 2:21 pm and was called to order by
the chair, Representative Junell. The roll was answered as

Representative Heflin moved the adoption of LBB
recommendations with the following three technical changes to
the bill pattern: Appropriation of Construction and Planning
Fund Rider 4, UB Appropriation rider and Contingent Revenue
Rider 21, and Print Shops Consolidation. Add Print Shop
Consolidation rider (Heflin #1).
Amend Capitol Complex Utilities Rider 22 (Heflin #2) and Oil
Overcharge Settlement Funds Rider 16 (Heflin #3). Without
objection, the motion was adopted.
Lease Payments: End of Articles I-VIII
Representative Heflin moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Texas Energy Coordination Council
Representative Heflin moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Low Level Radioactive Waste Disposal Authority
Show Representative Delisi present.
Representative Heflin moved the adoption of LBB
recommendations. Add contingency rider for HB 1910 (Luna #1),
Appropriation Limited to Revenue Collections rider (Luna #2),
Closure Contingency rider (Luna #3), Compact Commission rider
(Luna #4) and Local Public Projects rider (Luna #5). Delete
Limitation of Expenditures rider. Without objection, the
motion was adopted.
Texas Agricultural Experiment Station
Representative Delisi moved the adoption of LBB
recommendations. Add Brush Management funding. Leave FTEs
pending. Without objection, the motion was adopted.

Representative Delisi moved the adoption of LBB

Representative Delisi moved the adoption of LBB

Representative Delisi moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Higher Education Group Insurance Contributions
Representative Cuellar moved the adoption of LBB
recommendations with three additions: technical correction to
compound the health care inflation rate adjustment, to reflect
the actual employee/ retiree headcount and to reflect a lower
rate of increase of health care costs. Without objection, the
motion was adopted.
Available University Fund
Show representative Turner present.
Representative Cuellar moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Higher Education Fund
Representative Cuellar moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
School for the Blind and Visually Impaired
Representative Cuellar moved the adoption of LBB
recommendations with the following additions to the base bill:
Educational Professional Salary Increases, Salary Increase
Offset, Dorm Renovation, School Transportation. Amend Rider
#3. Without objection, the motion was adopted.
School for the Deaf
Representative Cuellar moved the adoption of LBB
recommendations with the following additions: Salary Increase
and two technical changes. Add Professional Salary increase
rider (Cuellar #3) Without objection, the motion was adopted.
Special Provisions for the School for the Blind and Visually
Impaired and the School for the Deaf
Representative Cuellar moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
At 6:50 pm, on the motion of the chair and without objection,
the meeting was adjourned until
