Pursuant to a notice posted on March 8, 1999, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Robert Junell at
7:00 am.
The roll was answered as follows:

Higher Education Coordinating Board
(Representatives Turner, Tillery, Delisi, Eiland, Gutierrez,
Hochberg, Pickett, Gallego and Coleman now present.)
Representative Cuellar moved the adoption of LBB
recommendations with the following additions to the base bill:
Scholarships, Developmental Education Funding Pilot and
Financial Aid. Amend Rider #26. Add Houston Livestock Show
and Rodeo Scholarships rider (Cuellar #1 ), Developmental
Education riders (Cuellar #2 and #3 ), Common Application
rider (Cuellar #4), Study on Teacher Education rider (Cuellar
#5 ), Alternative Admission Criteria rider
(Cuellar #6), Distance Education rider (Cuellar # 7),
Community College Transfer rider
(Cuellar #8 ), Retention of Economically Disadvantaged
Students rider (Cuellar #9), Faculty Exit Survey rider
(Giddings #1) and Medical Ethics, Humanities and Jurisprudence
rider (Delisi #1). Without objection, the motion was adopted.
Special Provisions Relating Only to State Agencies of Higher
Education
(Representative Hartnett now present.)
Representative Cuellar moved the adoption of LBB
recommendations with two technical corrections and a fiscal
readjustment. Add the following to the base bill:
Supplements for Recruitment and Retention of Economically
Disadvantaged Students at General Academic Institutions,
Developmental Education and Gerontology Education (as amended
by Gallego and McReynolds). Add Formula Advisory Committee
(Cuellar #1). Without objection, the motion was adopted.
At 9:44 am, on the motion of the chair and without objection,
the meeting was recessed until
1:30 pm.
The committee reconvened at 1:40 pm and was called to order by
the chair, Representative Junell. The roll was answered as

General Academic Institutions
Representative Cuellar moved the adoption of LBB
recommendations for the budgets of all general academic
institutions with the following additions: technical change
to the bill pattern for Texas A&M University System
Administration and General Offices for an Increase in the
Special Mineral Fund, an addition to the base bill for Formula
Funding for Biomedical Sciences and Graduate Students in the
Veterinary Medicine College, an addition to the bill pattern
to change the name of Strategy C.2.1. for "Energy Laboratory"
to "Texas Learning and Computation Center," in the University
of Houston budget, reduce Other E&G income for University of
Houston - Victoria, decrease Special Mineral Fund for
Midwestern State University, increase Other E&G Income for
Southwest Texas Sate University. Add Tuition Revenue Bond
technical Correction. Add Formula Hold Harmless. Without
objection, the motion was adopted.
Public Community/ Junior Colleges
(Representatives Pitts, Glaze and Turner present.)
Representative Mowery moved the adoption of LBB
recommendations with a technical change to reflect an
enrollment update. Amend Rider #13. Add new performance
measure (Mowery #1). Without objection, the motion was
adopted.
Texas State Technical College System Administration and
Schools
(Representative Flores now present.)
Representative Mowery moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Special Provisions for Texas State Technical College
Representative Mowery moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
State Board for Educator Certification
Representative Hochberg the adoption of LBB recommendations
with changes to performance measures and the following
additions to the base bill: Federal Funds for Pilot Program
for the Induction of Beginning Teachers and Principals. Add
Assessment Fee rider (Hochberg #1), Exam Locations rider as
amended (Hochberg #2) and Study on Educator Preparation rider
(Delisi #1). Leave Contingency rider on HB1451 (Delisi #2)
pending. Without objection, the motion was adopted.
Teacher Retirement System
(Representative Hartnett now present.)
Representative Hochberg moved the adoption of LBB
recommendations with one change to performance measures and
two technical changes. Without objection, the motion was
adopted.
Optional Retirement Program
Representative Mowery moved the adoption of LBB
recommendations. Amend Rider #1 and add State Contributions
to Optional Retirement Program rider (Mowery #1). Without
objection, the motion was adopted.
At 3:47 pm, on the motion of the chair and without objection,
the meeting was adjourned until
7:00 am on March 17, 1999.
