Pursuant to a notice posted on March 9, 1999, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Robert Junell at
7:03 am.
The roll was answered as follows:

A quorum was present.

Commission for the Deaf and Hard of Hearing
(Representatives Farrar; Gallego; Moreno, Paul; and Pickett
now present.)
Representative Janek moved the adoption of LBB recommendations
with the addition of case management services. Add UB riders
(Janek #1 and Janek #2). Without objection, the motion was
adopted
Cancer Council
(Representatives Delisi and Luna now present.)
Representative Janek moved the adoption of LBB
recommendations. Add one change to performance measures.
Without objection, the motion was adopted
Commission for the Blind
Representative Hartnett moved the adoption of LBB
recommendations with the addition of Additional Capital
Expenditures and Blindness Education, Screening and Treatment
Program. Add Capital Budget rider (Hartnett #1) and Sale of
Property rider (Hartnett #2). Without objection, the motion
was adopted.
Children's Trust Fund
Representative Hartnett moved the adoption of LBB
recommendations with the addition of Federal Funds. Add
revised Rider #5 (Hartnett #1). Without objection, the motion
was adopted.
Early Childhood Intervention
Representative Hartnett moved the adoption of LBB
recommendations with Additional Funds to Supplement Local
Funds and Fund Adjustment to Support ECI Cash Flow Needs. Add
Funding for the Interagency Council on Early Childhood
Intervention rider (Coleman #1). Without objection, the motion
was adopted.
At 9:52 am, on the motion of the chair and without objection,
the meeting was recessed subject to the call of the chair.
The committee reconvened at 1:42 pm and was called to order by
the chair, Representative Junell. The roll was answered as
follows:

Texas Commission on Alcohol and Drug Abuse
Representative Coleman moved the adoption of LBB
recommendations with the following additions: Expand Services
along Texas-Mexico border, Enhance Prevention Services to
preschool age children, Expand Family based Services,
Technical assistance to service providers, Expand Dual
Diagnosis program, Transitional Living Services and Additional
13 FTEs. Adopt performance measure changes.
Add Use of Federal Funds Carryforward for Specific Programs
rider (Coleman #1), Advisory Committee Members rider (Coleman
#2). Without objection, the motion was adopted.
Department of Human Services
Representative Eiland moved the adoption of LBB
recommendations with the following additions: Community based
Alternatives, Community Living Assistance and Support
Services, Non-Medicaid Community Care, Earned Income Disregard
for Working Families, Approving TANF aid, Family Violence
Services and Community Alzheimer's Resources and Education
Program.
Amend Rider #26 and #27. Add Community Alzheimer's Resources
and Education Program rider (Eiland #1), Earned Income
Disregard rider (Eiland #2), Management Information Systems
rider (Eiland #3), and Survey of Nursing Facility Residents
rider Eiland (#4).
Health and Human Services Commission
Representative Glaze moved the adoption of LBB recommendation
with the addition of the following: Texas Demographic and
Economic Data Survey (Janek #1), Texas Integrated Funding
Initiative ( Coleman #1), Functional Assessment for Disability
Services (Coleman #2) and Drug Recycling Study rider (Janek
#2). Without objection, the motion was adopted.
Department on Aging
Representative Hartnett moved the adoption of LBB
recommendations with a technical change to Rider #4. Add
Senior Citizen Consumer Guide (Cuellar #1). Without
objection, the motion was adopted.
Rehabilitation Commission
Representative Eiland moved the adoption of LBB
recommendations with the addition of a reduction in GR and
addition of Deaf Blind with Multiple Disabilities program.
Add Capital Budget rider as amended (Eiland #1) and FTE
Designation (Eiland #2). Without objection, the motion was
adopted.
At 5:56 pm, on the motion of the chair and without objection,
the meeting was adjourned until
7:00 am on March 19, 1999.
