         Pursuant to a notice posted on February 9, 1999, the House  
         Committee on Appropriations-S/C on General Government met in a  
         public hearing and was called to order by the chair,  
         Representative Talmadge Heflin at 8:12 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Heflin; Flores; Luna, Vilma; Puente;  
                   Tillery (5). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         Show Representative West present. 
          
         At 9:55 am, on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the house. 
          
         The committee reconvened at 11:45 am and was called to order  
         by the chair, Representative Heflin.  The roll was answered as  
         follows:   
          
         Present:  Representatives Heflin; Puente (2). 
          
         Absent:   Representatives Flores; Luna, Vilma; Tillery (3). 
          
         (Representatives Flores and Tillery now present.)   
          
         Show Representative West present. 
          
         A quorum was present.

         At 12:12 pm, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:30 pm. 
          
         The committee reconvened at 1:34 pm and was called to order by  
         the chair, Representative Heflin.  The roll was answered as  
         follows:

                   (4). 
          
         Absent:   Representative Tillery (1). 
          
         A quorum was present.
