         Pursuant to a notice posted on February 3, 1999, and a  
         revision posted on February 10, 1999, the House Committee on  
         Appropriations-S/C on General Government met in a public  
         hearing and was called to order by the Chair, Representative  
         Talmadge Heflin at 8:08 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Heflin; Flores; Luna, Vilma; Puente;  
                   Tillery (5). 
          
         Absent:   None (0). 
          
         A quorum was present.  Testimony was taken.  (See attached  
         witness list.) 
          
         At 9:50 am, on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the house. 
          
         The committee reconvened at 11:15 am and was called to order  
         by the chair, Representative Heflin.  The roll was answered as  
         follows:   
          
         Present:  Representatives Heflin; Puente; Tillery (3). 
          
         Absent:   Representatives Flores; Luna, Vilma (2). 
          
         A quorum was present. 
          
         (Representative Luna, Vilma now present.)  Testimony was  
         taken.  (See attached witness list.) 
          
         At 12:50 pm, on the motion of the chair and without objection,  
         the meeting was adjourned until 8:00 am on February 15, 1999.
