         Pursuant to a notice posted on February 10, 1999, the House  
         Committee on Appropriations-S/C on General Government met in a  
         public hearing and was called to order by the chair,  
         Representative Talmadge Heflin at 8:05 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Heflin; Flores; Puente (3). 
          
         Absent:   Representatives Luna, Vilma; Tillery (2). 
          
         A quorum was present.

         Testimony was taken.  (See attached witness list.) 
          
         Show Representatives Jim Solis and Seaman present.  
          
         At 10:00 am, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:30 pm. 
          
         The committee reconvened at 1:47 pm and was called to order by  
         the chair, Representative Heflin.  The roll was answered as  
         follows:   
          
         Present:  Representatives Heflin; Puente; Tillery (3). 
          
         Absent:   Representatives Flores; Luna, Vilma (2). 
          
         A quorum was present.

         At 8:25 pm, on the motion of the chair and without objection,
