         Pursuant to a notice posted on February 25, 1999, the House  
         Committee on Appropriations-S/C on General Government met in a  
         public hearing and was called to order by the Chair,  
         Representative Talmadge Heflin at 8:14 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Heflin; Flores; Luna, Vilma; Puente;  
                   Tillery (5). 
          
         Absent:   None (0). 
          
         A quorum was present. Testimony was taken.  (See attached  
         witness list.) 
          
         At 9:19 am, on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the full  
         Committee. 
          
         The committee reconvened at 4:54 pm and was called to order by  
         the chair, Representative Heflin.  The roll was answered as  
         follows:   
          
         Present:  Representatives Heflin; Luna, Vilma; Puente; Tillery  
                   (4). 
          
         Absent:   Representative Flores (1). 
          
         A quorum was present. Testimony was taken.  (See attached  
         witness list.)

         At 8:57 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
