         Pursuant to a notice posted on March 15, 1999, the House  
         Committee on Appropriations-S/C on General Government met in a  
         joint public hearing with the House Committee on  
         Appropriations-S/C on Criminal Justice and was called to order  
         by the chair, Representative Talmadge Heflin at 5:10 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Heflin; Luna, Vilma; Puente; Tillery  
                   (4). 
          
         Absent:   Representative Flores (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 6:32 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
