         Pursuant to a notice posted on February 14, 2000, the House  
         Committee on Business & Industry, the House Subcommittee on  
         Consumer Fraud, met in a public hearing and was called to order  
         by the chair, Representative Siebert, at 10:15 am. 
          
         Present:  Representatives Siebert; Corte; Solomons; Woolley (4). 
          
         Absent:   Representative Giddings (1). 
          
         A quorum was present. 
          
         The chair recognized San Antonio City Councilwoman, Bonnie  
         Conner, who welcomed the subcommittee to San Antonio and made  
         opening remarks. 
          
         The chair delievered his opening remarks and organizational  
         comments. 
          
         The chair moved that the subcommittee adopt the 76th  
         Legislature's House Rules for this and future hearings. The  
         motion passed without objection.

         At 1:05 p.m., on the motion of the chair and without objection,
