suspension of the rules on May 3, 1999 and May 4,1999, the
House Committee on Civil Practices met in a public hearing and
was called to order by the Chair, Representative Fred Bosse at
4:42 p.m.

Representative Smithee offered a complete committee
substitute.
The committee substitute was adopted without objection.
Representative Smithee moved that HB 3482, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion failed by the
following vote:
Ayes: Representatives Bosse; Alvarado; Hope; Smithee
(4).
Nays: Representatives Janek; Zbranek (2).

Representative Dutton moved to reconsider the vote by which
the measure failed to be reported from committee. The motion
to reconsider prevailed without objection.

reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
