         Pursuant to an announcement from the house floor on May 21,  
         1999, the House Committee on Civil Practices met in a formal  
         meeting and was called to order by the Chair, Representative  
         Fred Bosse at 7:34 p.m. 
          
         The roll was answered as follows:

                   (5).

         The chair laid out SB 731 as pending business.   
          
         Representative Goodman offered a complete committee  
         substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Smithee moved that SB 731, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Bosse; Janek; Goodman; Hope;  
                        Smithee (5). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0).

         The chair laid out HCR 248 as pending business.   
          
         Representative Janek offered a complete committee substitute.

         Representative Janek moved that HCR 248, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the
