         Pursuant to a notice posted on March 17, 1999, the House  
         Committee on Constitutional Revision, Select met in a public  
         hearing and was called to order by the Chair, Representative  
         Joe Driver at 1:05 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Driver; Puente; Allen; Mowery;  
                   Tillery (5). 
          
         Absent:   Representatives Bailey; Dutton; Lewis, Glenn;  
                   Solomons (4). 
          
         A quorum was present. 
          
         Representative Mowery explained her clean-up resolution.

         At 2:00 pm, on the motion of the chair and without objection,
