Pursuant to a notice posted on May 07, 1999, the House
Committee on County Affairs met in a public hearing and was
called to order by the Chair, Representative Tom Ramsay at
9:00 am.
The roll was answered as follows:
Present: Representatives Ramsay; Lewis, Glenn; Brown, Betty;
Chisum; Farabee; Krusee; Swinford (7).
Absent: Representatives Hilderbran; Salinas (2).
A quorum was present.
SB1866
The chair laid out SB1866.
The chair recognized Representative Elkins to explain the
measure.

Representative Swinford offered a complete committee
substitute.
Testimony was taken. (See attached witness list.)
Representative Chisum offered an amendment to the measure.
The amendment was adopted without objection.
The chair recognized Representative Elkins to close on the
measure.
The committee substitute, as amended, was adopted without
objection.
The chair directed the staff to incorporate the amendment into
the committee substitute.
Representative Chisum moved that SB1866, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the
following vote:
Ayes: Representatives Ramsay; Lewis, Glenn; Brown,
Betty; Chisum; Farabee; Swinford (6).
Nays: None (0).
Present not Voting: None (0).
Absent: Representatives Hilderbran; Krusee; Salinas
(3).
