         Pursuant to a notice posted on May 8, 2000, the House Committee  
         on Criminal Jurisprudence met in a public hearing and was called  
         to order by the chair, Representative Hinojosa, at 10:05 a.m.

         Chair laid out issue of Community Corrections Facilities and  
         Community Alternatives to Incarceration 
          
         Chair recognized Wayne Scott, Executive Director of the Texas  
         Department of Criminal Justice 
          
         Chair recognized Judge Noe Gonzalez, District Court 370th  
          
         Testimony was taken (See attached witness list) 
          
         Chair recognized Dee Kifowit, Director of the Texas Council on  
         Offenders with Mental Impairments 
          
         Chair laid out Interim Charge #3, Execution of Mentally Retarded  
         Offenders 
          
         Testimony was taken (See attached witness list) 
          
         At 12:10 p.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:10 p.m., May 26, 2000. 
          
         The committee reconvened at 1:10 p.m. and was called to order by  
         the chair, Representative Hinojosa. The roll was answered as
