         Pursuant to a notice posted on April 21, 1999, the House  
         Committee on Economic Development met in a public hearing and  
         was called to order by the Chair, Representative Jim Solis at  
         2:41 pm. 
          
         The roll was answered as follows:

         Absent:   Representatives Van de Putte; Deshotel; Keffer (3). 
          
         A quorum was present.

         The chair laid out SB 231.   
          
         The chair recognized Representative Dukes to explain the  
         measure.   
          
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative Dukes to close on the  
         measure.   
          
         The bill was left pending without objection.

         The chair laid out SCR 9.   
          
         The chair recognized Representative Dukes to explain the

         substitute.

         Representative McClendon moved that HB 3431, as substituted,  
         be reported favorably to the full house with the  
         recommendation that it do pass and be printed and be sent to  
         the Committee on Local and Consent Calendars.  The motion  
         prevailed by the following vote:

         corrected minutes were authorized without objection.
