         Pursuant to a notice posted on March 19, 1999, the House  
         Committee on Elections, Subcommittee on DISABLED VOTING met in  
         a public hearing and was called to order by the Chair,  
         Representative Denny at 2:10 pm. 
          
         The roll was answered as follows:

         Absent:   Representative Averitt (1). 
          
         A quorum was present.

         The chair laid out HB 1053.   
          
         Representative Denny explained  the measure.

         Representative Denny offered a complete committee substitute.   
          
         Representative Hodge offered an amendment to the committee  
         substitute. 
          
         The amendment was adopted without objection.   
          
         The committee substitute, as amended, was adopted by the

         Nays:          None (0). 
          
         Present not Voting:      None (0).

         The chair directed the staff to incorporate the amendments  
         into the committee substitute.
