         Pursuant to a notice posted on April 16, 1999, the House  
         Committee on Elections met in a public hearing and was called  
         to order by the Chair, Representative Debra Danburg at 5:36  
         pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Danburg; Jones, Jesse; Averitt;  
                   Denny; Hodge; Madden (6). 
          
         Absent:   Representatives Gallego; Greenberg; Uher (3). 
          
         A quorum was present.

         The chair directed that the March 17, 1999 minutes for the  
         House Committee on Elections be corrected.  The corrected  
         minutes were authorized without objection.

         HB 218 
          
         The chair laid out HB 218.   
          
         The chair referred the bill to the Subcommittee on Campaign  
         Finance. 
          
         HB 2611 
          
         The chair recalled HB 2611 from subcommittee.  
          
         Representative Danburg offered a complete committee  
         substitute.   
          
         Testimony was taken.  (See attached witness list.) 
          
         The committee substitute was adopted without objection. 
          
         Representative Madden moved that HB 2611, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the
