         Pursuant to a notice posted on February 16, 1999, the House  
         Committee on Energy Resources met in a public hearing and was  
         called to order by the Chair, Representative Ron Lewis at 8:10  
         am. 
          
         The roll was answered as follows:

                   George "Buddy"; Williams; Woolley (6). 
          
         Absent:   Representatives Crabb; Merritt; Wilson (3). 
          
         A quorum was present.

         The chair laid out HCR 59.   
          
         The chair recognized Representative Eiland to explain the  
         measure.   
          
         The chair recognized Representative Eiland to close on the  
         measure.   
          
         Representative West, George "Buddy" moved that HCR 59 be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.   
         (Representatives Crabb and Merritt now present.)   
          
         Ayes:          Representatives Lewis, Ron; Hawley; Crabb;  
                        Driver; Merritt; West, George "Buddy";  
                        Williams; Woolley (8). 
          
         Nays:          None (0).

         HB 590 
          
         The chair laid out HB 590.   
          
         The chair recognized Representative West to explain the  
         measure.   
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative West to close on the  
         measure.   
  
         Representative Hawley moved that HB 590 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed.  The motion prevailed by the following vote:

                        Driver; West, George "Buddy"; Williams; Woolley  
                        (7). 
          
         Nays:          Representative Merritt (1). 
          
         Present not Voting:      None (0).

         At 8:48 am, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
