         Pursuant to a notice posted on February 29, 2000, the House  
         Committee on Environmental Regulation met in a public hearing  
         and was called to order by the chair, Representative Chisum, at  
         1:25 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Chisum; Allen; Culberson; Howard;  
                   Talton; Zbranek (6). 
          
         Absent:   Representatives Dukes; Kuempel; Palmer (3). 
          
         A quorum was present. 
          
         Representatives Edwards and Hamric were present and  
         participating in the meeting. 
          
         Members of The Senate Natural Resources Committee were present  
         and participating in the meeting, including Senators Brown,  
         Armbrister, Bivens, and Haywood, as well as Senators Bernsen and  
         Lindsay.

         The Chair recognized Rep. Bosse to testify.

         At 4:35 p.m., on the motion of the chair and without objection,
