         Pursuant to a notice posted on February 10, 1999, the House  
         Committee on Financial Institutions met in a public hearing  
         and was called to order by the Chair, Representative Kip  
         Averitt at 3:05 pm. 
          
         The roll was answered as follows:

                   Elkins; Grusendorf; Solis, Juan (7). 
          
         Absent:   Representatives Marchant; Pitts (2). 
          
         A quorum was present.

         The Chairman discussed several organizational matters with  
         Committee members.
