         Pursuant to both a notice posted and an announcement from the  
         house floor on May 6, 1999, the House Committee on Financial  
         Institutions met in a formal meeting and was called to order  
         by the Chair, Representative Kip Averitt at 6:24 pm. 
          
         The roll was answered as follows:

         Representative Solomons offered a complete committee  
         substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Denny moved that SB 172, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Averitt; Solomons; Denny;  
                        Ehrhardt; Elkins; Grusendorf; Marchant (7). 
          
         Nays:          None (0).
