         Pursuant to a notice posted on June 6, 2000, the House Committee  
         on Higher Education met in a public hearing and was called to  
         order by the chair, Representative Irma Rangel, at 10:07 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Irma Rangel; Henry Cuellar; Fred  
                   Brown; David Farabee; Tony Goolsby; Geanie Morrison;  
                   Elvira Reyna (7). 
          
         Absent:   Representative Arlene Wohlgemuth (1). 
          
         A quorum was present.

         Testimony was taken on Interim Charge One:  "Review models and  
         discuss methods for strengthening partnerships between higher  
         education, public education and the private sector to better  
         prepare students enrolling in post-secondary education and to  
         improve college-level retention and graduation rates." (See  
         attached witness list.)
