         Pursuant to a notice posted on February 11, 1999, the House  
         Committee on House Administration met in a formal meeting and  
         was called to order by the Chair, Representative Tony Goolsby  
         at 8:05 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Goolsby; Luna, Vilma; Allen; Chisum;  
                   Hamric; Maxey; Tillery (7). 
          
         Absent:   Representatives Alvarado; Bailey; Giddings; Hawley  
                   (4). 
          
         A quorum was present. 
          
         The chair recognized Representative Luna to explain the  
         proposed changes to the House Policy and Procedures Manual. 
          
         (Representative Hawley now present.)   
          
         (Representative Bailey now present.)   
          
         Steven Adrian, Executive Director of the House Business Office  
         was recognized to explain changes to the House travel policy. 
          
         Joe White of House Security was recognized to explain changes  
         in parking. 
          
         Sharon Carter, Chief Clerk of the House, and Rod Welsh, House  
         Sergeant-At-Arms, were recognized to explain changes to  
         distribution of material on the House Floor. 
          
         Representative Bailey offered an amendment to remove the  
         proposed distribution policy.  The motion was seconded by  
         Representative Hamric. 
          
         Representative Bailey withdrew his motion. 
          
         Representative Luna offered an amendment to the proposed  
         distribution policy to allow individual members to distribute  
         printed material on the House Floor with appropriate  
         authorization.  The motion was seconded by Representative  
         Bailey. 
          
         The motion passed by the following vote: 
          
         Ayes:          Representatives Luna, Vilma; Allen; Bailey;  
                        Hamric; Maxey; Tillery (6). 
          
         Nays:          None (0). 
          
         Present not Voting:      Representative Goolsby (1). 
          
         Absent:        Representatives Alvarado; Chisum; Giddings;  
                        Hawley (4). 
          
         Frank Battle, House Ethics Advisor was recognized to explain  
         changes to the House ethics considerations. 
          
         Representative Luna made a motion to approve the proposed  
         changes to the House Policy and Procedures Manual as amended.   
         The motion was seconded by Representative Bailey. 
          
         The motion passed by the following vote: 
          
         Ayes:          Representatives Goolsby; Luna, Vilma; Allen;  
                        Bailey; Hamric; Maxey; Tillery (7). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0). 
          
         Absent:        Representatives Alvarado; Chisum; Giddings;  
                        Hawley (4). 
          
         At 9:45 am, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
