         Pursuant to an announcement from the house floor on April 28,  
         1999, the House Committee on State, Federal & International  
         Relations met in a formal meeting and was called to order by  
         the Chair, Representative Bob Hunter at 4:42 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Hunter; Berman; Chavez; Elkins;  
                   Isett; Jones, Charles; Solis, Juan (7). 
          
         Absent:   Representatives Moreno, Paul; Madden (2). 
          
         A quorum was present. 
          
         HB 817 
          
         The chair laid out HB 817 as pending business.   
          
         Representative Chavez offered a complete committee substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Berman moved that HB 817, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Hunter; Berman; Chavez; Elkins;  
                        Isett; Jones, Charles; Solis, Juan (7). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0). 
          
         Absent:        Representatives Moreno, Paul; Madden (2).

         HCR 124 
          
         The chair laid out HCR 124 as pending business.   
          
         Representative Hunter offered a complete committee substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Jones, Charles moved that HCR 124, as  
         substituted, be reported favorably to the full house with the  
         recommendation that it do pass and be printed and be sent to  
         the Committee on Local and Consent Calendars.  The motion  
         prevailed by the following vote:
