         Pursuant to a notice posted on March 28, 2000, the House  
         Committee on State, Federal & International Relations met in a  
         public hearing and was called to order by the chair,  
         Representative Hunter, at 10:05 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hunter; Berman; Jones, Charles; Madden  
                   (4). 
          
         Absent:   Representatives Moreno, Paul; Chavez; Elkins; Isett;  
                   Solis, Juan (5). 
          
         A quorum was present. 
          
         Chair recognized Representative Lon Burnam to testify on  
         Chisholm Trail. 
          
         (Representative Isett now present.) 
          
         Testimony was taken.  (See attached witness list.) 
          
         Chair recognized Representative Vicki Truitt to testify on  
         Chisholm Trail.

         At 11:50 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:00 p.m., April 25, 2000. 
          
         The committee reconvened at 1:05 p.m. and was called to order by  
         the chair, Representative Hunter. The roll was answered as  
         follows:
