         Pursuant to an announcement from the House Floor on May 7,  
         1999, the House Committee on Judicial Affairs met in a formal  
         meeting and was called to order by the Chair, Representative  
         Senfronia Thompson at 6:28 p.m. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Thompson; Hartnett; Capelo;  
                   Deshotel; Hinojosa (5). 
          
         Absent:   Representatives Garcia; Shields; Solis, Jim; Uresti  
                   (4). 
          
         A quorum was present. 
          
         SB 601 by Sen. Moncrief (Goodman) 
          
         The chair laid out SB 601 and explained.   
          
         The chair offered, laid out and explained a complete committee  
         substitute.  The chair moved adoption of the substitute.  The  
         substitute was adopted without objection. 
          
         Representative Thompson moved that SB 601, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Thompson; Hartnett; Capelo;  
                        Deshotel; Hinojosa (5). 
         Nays:          None (0).

         The chair laid out SB 1388 and explained.

         favorably to the full house with the recommendation that it do  
         pass and be printed and be sent to the Committee on Local and  
         Consent Calendars.  The motion prevailed by the following  
         vote:

         pass and be printed and be sent to the Committee on Local and  
         Consent Calendars.  The motion prevailed by the following
