Pursuant to an announcement from the house floor on May 5,
1999, the House Committee on Licensing & Administrative
Procedures met in a formal meeting and was called to order by
the Chair, Representative Ron Wilson at 3:45 pm.

The chair laid out HB 2144 as pending business.
The chair recognized Representative Arthur Reyna to
explain/close the measure.
Representative Yarbrough offered a complete committee
substitute.
The committee substitute was adopted without objection.
Representative Wilson moved that HB 2144, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
