         Pursuant to an announcement from the house floor on April 22,  
         1999, the House Committee on Land & Resource Management met in  
         a formal meeting and was called to order by the Chair,  
         Representative Gary Walker at 4:18 pm.

         A quorum was present.

         The chair laid out SB 710.

         Representative Crabb moved that SB 710 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed.  The motion prevailed by the following vote:   
          
         Ayes:          Representatives Walker; Crabb; Bosse; Brown,  
                        Fred; Hardcastle; Krusee (6). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0).

         The chair laid out SB 1290.   
          
         Representative Walker moved that SB 1290 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed and be sent to the Committee on Local and Consent  
         Calendars.  The motion prevailed by the following vote:

                        Fred; Hardcastle; Krusee (6).

         The chair laid out SB 1289.

         Representative Walker moved that SB 1289 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed.  The motion prevailed by the following vote:

                        Fred; Hardcastle; Howard; Krusee (7). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0).

         Representative Krusee moved to reconsider the vote by which HB  
         2659 was reported favorably.  The motion to reconsider  
         prevailed without objection.

         HB 2659 
          
         The chair laid out HB 2659 as pending business.   
          
         Representative Krusee offered a complete committee substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Krusee moved that HB 2659, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Walker; Crabb; Bosse; Brown,
