         Pursuant to an announcement from the house floor on April 19,  
         1999, the House Committee on Natural Resources met in a formal  
         meeting and was called to order by the Chair, Representative  
         David Counts, at 12:10 pm.

         The chair laid out HB 2660 as pending business.  
          
         (A complete committee substitute was adopted in a previous  
         meeting.)  
          
         Representative Walker moved that HB 2660, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars.  The motion prevailed by the  
         following vote:

         objection. 
          
         The chair directed the staff to incorporate the amendments  
         into the committee substitute.   
          
         Representative Shields moved that HB 3798, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars.  The motion prevailed by the
