         Pursuant to a notice posted on February 10, 1999, the House  
         Committee on Public Health met in a joint public hearing with  
         the House Appropriations Subcommittee on Health and Human  
         Services and was called to order by the Chair, Rep. Patricia  
         Gray at 3:07 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Gray; Coleman; Capelo; Delisi;  
                   Glaze; Maxey; McClendon; Uresti (8). 
          
         Absent:   Representative Hilderbran (1). 
          
         A quorum was present. 
          
         The committees took testimony from Don Gilbert, Commissioner,  
         Texas Health and Human Services Commission, on the development  
         and implementation of Texas' Children's Health Insurance  
         Program. (see attached witness list) 
          
         At 4:30 p.m. the meeting was adjourned subject to the call of  
         the chair.
