         Pursuant to a notice posted on February 10, 1999, the House  
         Committee on Public Safety met in a public hearing and was  
         called to order by the Chair, Representative Bob Turner at  
         1:34 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Turner, Bob; Keel; Berman; Carter;  
                   King, Phil; Najera (6). 
          
         Absent:   Representatives Driver; Gutierrez; Hupp (3). 
          
         A quorum was present.

         At 3:00 pm, on the motion of the chair and without objection,
