Pursuant to a notice posted on July 21, 2000, the House
Committee on Public Safety met in a public hearing and was
called to order by the chair, Representative Turner, Bob, at
12:34 p.m.
The roll was answered as follows:
Present: Representatives Turner, Bob; Keel; Carter; Hupp; King,
Phil; Najera (6).
Absent: Representatives Berman; Driver; Gutierrez (3).
A quorum was present.
Representative David Counts gave positive opening remarks in
regard to the Committee on Public Safety's decision to hold
their committee meeting in Big Spring.
Chairman Turner laid out interim charge number one, which was to
study all issues surrounding the use of social security numbers
to obtain a driver's license. The study should consider federal
law and rules was well as issues related to privacy and identity
theft.
Testimony was taken. (See attached witness list.)
Chairman Turner laid out interim charge number two, which
reviews the manner in which driver's license information,
including arrests, convictions and other personal information,
is made available for public safety and commercial purposes.
The review should consider the parties who may obtain such
information, the security information, and the extent to which
the system meets the needs of requesting parties.

Chairman Turner asked if any person wanted to comment on other
issues regarding the Committee on Public Safety's over-site.
House Bill 571, from the 76th Legislative Session, was brought
before the committee.
