         Pursuant to a notice posted on February 9, 2000, the House  
         Committee on State Affairs, the Subcommittee on Privacy, met in  
         a public hearing and was called to order by the chair,  
         Representative McCall, at 10:07 am. 
          
         The roll was answered as follows: 
          
         Present:  Representatives McCall; Hilbert; Jones, Delwin;  
                   Longoria; Merritt (5). 
          
         Absent:   Representative Danburg (1). 
          
         A quorum was present. 
          
         Testimony was taken on the subjects of electronic privacy,  
         privacy laws in Texas, balancing privacy and open government  
         laws, and the Internet and consumer databases. (See attached  
         witness list.)

         At 12:32 p.m., on the motion of the chair and without objection,
