         Pursuant to a notice posted on February 17, 1999, the House  
         Committee on Urban Affairs met in a work session and was  
         called to order by the Chair, Representative Bill Carter at  
         3:15 pm. 
          
         The roll was answered as follows:

         Absent:   Representatives Bailey; Burnam; Clark; Edwards;  
                   Hill; Najera (6). 
          
         A quorum was not present. 
          
         A tour of  the Texas Department of Housing and Community  
         Affairs was conducted.
