CORRECTED MINUTES
On April 28, 1999, the House Committee on Urban Affairs
authorized the correction of the minutes for the meeting of
the House Committee on Urban Affairs held on April 14, 1999.
The following are the corrected minutes for that meeting:
Pursuant to a notice posted on April 9, 1999, the House
Committee on Urban Affairs met in a public hearing and was
called to order by the Chair, Representative Bill Carter at
3:50 pm.
The roll was answered as follows:
Present: Representatives Carter; Clark; Edwards; Ehrhardt;
Hill (5).
Absent: Representatives Bailey; Burnam; Hodge; Najera (4).
A quorum was present.

The chair directed that the March 17, 1999 minutes for the
House Committee on Urban Affairs be corrected. The corrected
minutes were authorized without objection.
The chair directed that the April 7, 1999 minutes for the
House Committee on Urban Affairs be corrected. The corrected
minutes were authorized without objection.
HB 1891
The chair laid out HB 1891.
The chair recognized Representative Giddings to explain the
measure.

The chair recognized Representative Giddings to close on the
measure.
Representative Edwards offered a complete committee
substitute.
The committee substitute was adopted without objection.
Representative Edwards moved that HB 1891, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
