Pursuant to an announcement from the house floor on May 4,
1999, the House Committee on Urban Affairs met in a formal
meeting and was called to order by the Chair, Representative
Bill Carter at 12:26 pm.

A quorum was present.

The chair laid out SB 264 as pending business.
Representative Edwards moved that SB 264, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following vote:
Ayes: Representatives Carter; Clark; Edwards; Hill;
Hodge; Najera (6).
Nays: Representatives Bailey; Burnam; Ehrhardt (3).
Present not Voting: None (0).
Absent: None (0).
SB 1783
The chair recalled SB 1783 from subcommittee.
The chair recognized Representative Bailey to explain the
measure.
Representative Edwards moved that SB 1783 be reported
favorably to the full house with the recommendation that it do
pass and be printed. The motion failed by the following vote:
Ayes: Representatives Carter; Clark; Edwards; Hill
(4).
Nays: Representative Najera (1).
Present not Voting: Representatives Bailey; Burnam;
Ehrhardt; Hodge (4).
Absent: None (0).
The bill was left pending without objection.

The chair recalled HB 3375 from subcommittee.
The chair recognized Representative Bailey to explain the
measure.
Representative Bailey offered a complete committee substitute.
The committee substitute was adopted without objection.

reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
