         Pursuant to a notice posted on April 30, 1999, and a  
         suspension of the 5-day posting rule on May 3, 1999, the House  
         Committee on Urban Affairs met in a public hearing and was  
         called to order by the Chair, Representative Bill Carter at  
         4:12 pm. 
          
         The roll was answered as follows:

         The chair laid out SJR 35.

         Representative Ehrhardt moved that SJR 35 be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed.  The motion prevailed by the following

         The chair recalled HB 2281 from subcommittee.   
          
         The chair recognized Representative Najera to explain the  
         measure.   
          
         Representative Najera offered a complete committee substitute.   
          
         Representative Najera offered an amendment to the committee  
         substitute.   
          
         The amendment was adopted without objection.   
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         The chair directed the staff to incorporate the amendments  
         into the committee substitute.

         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the
