         Pursuant to a notice posted on May 18, 1999, and a suspension  
         of the rules on May 19, 1999, the House Committee on Urban  
         Affairs met in a public hearing and was called to order by the  
         Chair, Representative Bill Carter at 7:10 pm. 
          
         The roll was answered as follows:   
         Present:  Representatives Carter; Burnam; Clark; Hill; Hodge;  
                   Najera (6). 
          
         Absent:   Representatives Bailey; Edwards; Ehrhardt (3). 
          
         A quorum was present.

         The chair laid out SB 568 as pending business.   
          
         Representative Najera offered a complete committee substitute.   
          
         The chair recognized Representative Naishtat to explain the  
         measure.

         The chair recognized Representative Naishtat to close on the  
         measure.   
          
         The committee substitute was adopted without objection. 
          
         Representative Najera moved that SB 568, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:   
         Ayes:          Representatives Burnam; Clark; Edwards;  
                        Ehrhardt; Hill; Hodge; Najera (7). 
          
         Nays:          Representative Carter (1). 
          
         Present not Voting:      None (0).

         The chair recognized Representative Driver to explain the  
         measure.

         The chair laid out SB 1703 as pending business.   
          
         The chair recognized Representative Ehrhardt to explain the  
         measure.   
          
         Representative Ehrhardt offered an amendment to the measure.   
          
         The amendment was withdrawn without objection.   
          
         Representative Carter offered an amendment to the measure.   
          
         The amendment was withdrawn without objection.

         The chair referred the bill to the Subcommittee on Interim  
         Construction Loan Program.
