MINUTES SENATE COMMITTEE ON ADMINISTRATION Tuesday, April 13, 1999 8:30 am E1.714 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Administration was held on Tuesday, April 13, 1999 in E1.714, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Chris Harris None Senator Frank Madla Senator Rodney Ellis Senator Florence Shapiro Senator John Whitmire ***** The Chair called the meeting to order at 8:35 am. There being a quorum present, the following business was transacted. The following members arrived after the roll was called: none. Senator Harris ask the committee to look at the minutes from the April 6, 1999 Administration Committee meeting. Senator Ellis moved adoption. There being no objections the minutes were approved. Senator Harris asked if there was any discussion on the bills recommended for certification on the Local and Uncontested Calendar. There was discussion. Senator Harris moved to certify the bills listed with the exception of SB 344 by Jackson, SB 692 by Lucio, SB 1071 by Fraser, SB 1178 by Ogden, SB 1305 and SB 1668 by Jackson to be left pending and that SB 1049 by Moncrief and SB 1292 by Zaffirini not be certified. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Harris turned the meeting over to Senator Madla. Senator Harris asked to be shown voting with the committee on HCR 80 and SCR 52. The Chair laid out SCR 52 and recognized the author, Senator Sibley, to explain the bill. Senator Shapiro moved that SCR 52 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Shapiro moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Madla passed the gavel to Senator Ellis. The Chair laid out HCR 80 and recognized the Senate sponsor, Senator Madla, to explain the bill. Senator Madla sent up Committee Amendment 1 and moved adoption. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Madla moved that HCR 80, as amended, be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Shapiro moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. There being no further business, at 8:50 am Senator Ellis moved that the Committee stand recessed subject to the call of the Chair.
