MINUTES SENATE COMMITTEE ON ADMINISTRATION Thursday, April 29, 1999 8:30 am E1.714 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Administration was held on Thursday, April 29, 1999 in E1.714, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Frank Madla Senator Chris Harris Senator Rodney Ellis Senator Florence Shapiro Senator John Whitmire ***** Senator , the Acting Chair, called the meeting to order at 8:40 am. The following business was transacted. The following members arrived after the roll was called: none. In the absence of the Chairman, Senator Madla, Vice-Chairman conducted the meeting. The Chair laid out SCR 68 in the absence of the author and explained the bill. Senator Madla moved that SCR 68 be left pending; without objection, it was so ordered. The Chair laid out HCR 179 in the absence of the Senate sponsor and explained the bill. Senator Madla moved that HCR 179 be left pending; without objection, it was so ordered. The Chair laid out HCR 31 and recognized Senator Ellis, in the absence of the Senate sponsor, to explain the bill. Senator Madla moved that HCR 31 be left pending; without objection, it was so ordered. Senator Madla asked if there were any questions or discussion on the any of the bills listed for certification on the Local and Uncontested Calendar. There was discussion. Senator Ellis moved that all bills on the list be certified with the exception of SB 243 not certified, SB 1507 (engrossed 4/28/99), and SB 1829 and SB 1324 that were left pending. Without objection the bills were certified. There being no further business, at 8:50 am Senator Madla moved that the Committee stand recessed until adjournment of the Senate. At 3:34 Senator Madla called the committee back to order at his desk on the Chamber floor. Senator Madla laid out HCR 31. Senator Ellis moved that HCR 31 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Ellis moved that HCR 31 be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Madla laid out HCR 179. Senator Ellis moved that HCR 179 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Shapiro moved that HCR 179 be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Madla laid out SCR 68. Senator Ellis moved that SCR 68 be reported favorably to the Senate with the recommendation that it do pass and be printed.
